It is clear that Germany needs to discuss a new framework for mobility as well as individual transport habits, going far beyond a sound strategy to cope with ‚Dieselgate‘. The Diesel controversy which mostly runs along regional lines, serves as a catalyst where environmental and industrial interests clash. It is dividing metropolitan mayors, Bundesländer and the Federal Ministry of Economy. Disagreements are not determined by party divisions, e.g. opinions of some Green politicians coincide with those of Conservatives and LibDems. Questions about how to transform the sector are increasing.
Traditionally, in German election campaigns, energy policies play an important role in any party’s manifesto, more often than not having dediced upon potential coalition options. However, in 2017, as the parties‘ recently published programmes show, the issue is no longer a top contender. It seems to be common understanding that major energy policy decisions have been taken, with the ‚Energiewende‘(the transition towards a largely renewable energy-driven energy system) to be well under way. Now is the time, though, to set the course for a ‚Energiewende’ 2.0, and any future government needs to clarify the development steps to lead the way from an elec-tricity generation-driven system change towards a transformation of the entire energy system, combining energy policies with environmental and mobility policies.
All German election manifestos highlight the relevance of digital products and services that restructure the way we live and work. No longer a mere IT matter, digitalisation affects every political area. Following a period of technical dominance, questions of societal acceptance and political agenda-setting are becoming more important. As a consequence, the majority of manifestos provide ideas and goals for future digital policies: From infrastructure, public administration, digital education, culture and media to questions about sustainability, data protection and information security.
